The Environmental Protection Agency’s SDVOSB team consisting of: Ms. Jeanette L. Brown, OSDBU Director; Ms. Cassandra R. Freeman, Deputy OSDBU director; Ms. Susan Galliher, Special Assistant; Mr. Lamont Norwood, SDVOSB Coordinator and Ms. Teree Henderson, Junior Direct Procurement Program Analyst. In Fiscal Year 2004, EPA awarded a mere .08% of its contracting dollars to SDVOSBs. In 2005 they tripled the amount and increased their percentage to .25%. In 2006 they achieved 1.64% – a 556% increase. The team will be “pulling out all of the stops” to reach the three percent goal in FY 2007.

Ms. Theresa Alvillar-Speake, and Mr. Nickolas Demer both of the Department of Energy (DOE), joined forces to award more than $158.9 million dollars in prime contract awards to Veteran-Owned Small Businesses. Of that total, more than $102 million was awarded to SDVOSBs. An outstanding achievement considering that only 15% of DOE’s procurement base is obligated to prime contracts and sole source procurements mandated by law to specific utility companies and local governments.

In government year 2006, Booz Allen Hamilton, Inc. successfully subcontracted 6.2% to Service-Disabled Veteran-Owned Small Businesses, more than doubling the established Federal goal of 3% and 10.4% to Veteran-Owned Small Businesses. The above percentages demonstrate how Booz Allen Hamilton makes every effort to establish realistic and challenging goals on every subcontracting plan, in order to provide meaningful opportunities for small business. Booz Allen Hamilton, Inc. has stated that those who served and protected our country are crucial to our nation’s lasting viability and they deserve the maximum practicable opportunity to do business with prime contractors and the Federal government alike.

Promoting internal awareness Of Veteran-Owned Small Business and Service-Disabled Veteran-Owned Small Business teaming opportunities is critical to EDS’ success.

INDIVIDUAL CHAMPIONS

Mr. Arnold Punaro

Retired Marine General, Arnold Punaro is one of this year’s Individual Champion Award winners. As head of Science Applications International Corporation’s (SAIC) small business office, Mr. Punaro has been instrumental in the company’s efforts to open doors and increase opportunities for veteran entrepreneurs by increasing subcontract awards to SDVOSBs from $3.64 million in Government Fiscal Year (GFY) 2003 to $51.4 million in GFY 2006 – a 1,300 % increase. Similarly, subcontract awards to VOSBs increased from $42 million to $104.7 million – a 150% increase during the same period. Under Mr. Punaro’s leadership, SAIC has increased its percent of subcontracting awards to SDVOSBs to 2.3% nearly achieving the statutory goal of 3%. Likewise, as a result of the aforementioned initiatives, SAIC made over 6.3% of its subcontract awards to VOSBs.

The U.S. Department of State Overseas Buildings Operations (OBO), under the leadership of General Charles E. Williams has supported and continues to support the Veterans in business during his tender at OBO. In 2005, OBO obligated $48,423,543 to VOSBs; in 2006 and increased that amount by more than 13 % for a total of $153,771,550. Additionally, OBO increased the dollar amount contracted to SDVOSBs from $37,306,660 in 2005 to $49,944,002 in 2006 bringing their annual contracting percentage to 5.45%. Overall, OBO obligated 22.24 percent of their contracting dollars to VOSBs and SDVOSBs in 2006.

Under the leadership of the Honorable Robert Howard, Senior Advisor to the Deputy Secretary, VA’s Office of Information and Technology spent an amazing 28% of its contracting dollars with SDVOSBs in FY 2006. As the office’s supervisor, Mr. Howard runs the day-to-day operations and has transformed VA’s IT Department to a more responsive, agile, and supportive organization while supporting veterans in business.

VA’s socioeconomic accomplishments for FY 2006 lead the entire Federal Government exceeding the 3% statutory goal for doing business with the SDVOSB community. VA’s accomplishment of 3.39% is the highest ever reached by any cabinet level agency since the passage of Public Law 106-50 in 1999. VA’s FY 2006 socioeconomic accomplishments are impressive. Most notably is VA, for the first time ever, exceeded the 3% statutory goal for SDVOSBs and we posted 6.49% against the 7% VOSB goal set by the Secretary. VA’s effort would not be if it were not for the strong support coming from our leadership, particularly, our Deputy Secretary of Veterans Affairs, Gordon H. Mansfield, who has had a profound impact upon all veterans, but especially disabled veterans. Continuing a legacy of tenacity and skillful advocacy when it comes to veterans’ issues, Mr. Mansfield has embraced this program, helping to improve the lives of our Nation’s veterans. Through its procurement dollars, VA has once again shown why it is the chief advocate for America’s veterans.

VOLUNTEER OF THE YEAR AWARD  

Mr. Wayne Gatewood

When the Center for Veterans Enterprise opened its doors nearly 7 years ago, one of the our first contacts was a Vietnam Era Marine named Wayne Gatewood, Jr., a service-disabled veteran business owner. Like other SDVOSBs Mr. Gatewood was also perplexed by the lack of support and opportunities for companies owned by veterans. As a Charter Member of the Veterans Entrepreneurship Task Force (VET-Force), he has played a leading role spreading the word throughout the veteran community and keeping the struggles of the veteran business owner on the radar screen.

Mr. Gatewood is what’s considered an entrepreneur's entrepreneur starting his firm with a vision, and an initial investment of only $600 dollars. He has since seen that vision grow, and his company Quality Support, Inc., of Landover, MD, is a now multi-million dollar award winning enterprise. From handling the logistics for elections in Kosovo, to managing and co-owning an upscale restaurant in Swansboro, N.C. this “Vetrepreneur” is living proof that veterans are in business, and still serving America. With 34-years of top-level management and administrative experience, Wayne has provided management advice and administrative support for government and commercial sector enterprises.

A 21-year veteran of the United States Marine Corps, he served as a senior intelligence support manager and personnel/administrative manager in the U.S. and abroad. He is the recipient of numerous decorations, including the Meritorious Service Medal. Wayne holds an MS in International Relations from Troy State University and BS in Business Management from Wayland Baptist University and a featured speaker on the complex issues involving transition from the military to civilian life. His commitment to assist U.S. military veterans is on-going and unparalleled, and he uses his visibility to place veterans’ issues at the forefront, providing transition assistance to returning veterans, as well as advice on jobs and other issues associated with economic growth in our country.

As a member of the U.S. Chamber of Commerce Small Business Council, Gatewood serves as the point person on issues concerning veteran small business matters. In June 2006, Quality Support Inc. was chosen to provide all logistical support at the Second Annual National Veterans Small Business Conference and Expo, in Las Vegas, Nevada, hosted by the Veteran Small Business Federal Interagency Council.

Mr. Gatewood also does one on one counseling of SDVOSBs and VOSBs and provides cost-free Motivational and Entrepreneurial presentations at USMC TAP sessions.  He is also a Life member of VVA, VFW, the Marine Corps League and a member of the Fleet Reserve Association and other Veteran organizations.

 

ENTERPRISING VETERAN AWARD

Wayne Speigel and his partner Charlie Burns, Jr. started Excalibur Associates in Denver, Colorado in 1996, with a single contract to provide technical, analytical and management support services for the Department of Energy Rocky Flats Environmental Technology Site. Today, Excalibur is nationally recognized for providing comprehensive engineering, consulting, and technical support services to private and public sector clients from operating locations in CA, CO, SD, NM, VA, MD, and DC.

In the past two fiscal years, they have been awarded contracts supporting six new agencies. Their Federal clients include the Department of Homeland Security (including the Federal Emergency Management Agency and the Transportation Security Administration), the Department of Defense, the Department of Transportation, the Department of Energy, the Nuclear Regulatory Commission, the Department of Agriculture Animal and Plant Health Inspection Service, and the Environmental Protection Agency.

Additionally, Excalibur recently moved its principal office to Alexandria, VA, and is currently doubling its square footage to better serve the National Capital Region. Demonstrating support to America’s veterans, Excalibur uses networks within the military community to provide employment opportunities and most of the recent hires have been service-disabled veterans

One of Excalibur’s most significant achievements is its support of the U.S. Department of Transportation (DOT). Excalibur provides technical support services to the Department of Transportation Office of Intelligence, Security & Emergency Response to ensure it can respond immediately and forcefully to any crisis, natural or man-made, that adversely affects the ability of America’s transportation system to support the welfare of our citizens and our Nation’s security.

In summary, these concrete and specific actions, which showcase the theme “Veterans in Business – Still Serving America”, exemplify the entrepreneurial leadership of Excalibur Associates President and Chief Operating Officer – Wayne Speigel – and his leadership in creating new opportunities for this Nation’s veterans.
