Registration
If you want to do business with the Federal government you must register with the Central Contractor Registration (CCR) database and, effective January 1, 2005, you must also register in the Online Representations and Certifications Application (ORCA) database in order to do business with us. If you are a veteran-owned or service-disabled veteran-owned small business you should also register with the VetBiz Vendor Information Pages (VIP) database. Each Federal agency may have additional registration procedures and you should contact them concerning how to register as a vendor with them. All Federal agencies report individual actions exceeding $25,000 to the Federal Procurement Data Center (FPDC)on a report called the "Individual Contract Action Report." Summarized data for all agencies is collected and published in the annual Federal Procurement Report, available free of charge on the FPDC web site, https://www.fpds.gov/. Attached is an extract from the Fiscal Year 2002 data submitted by the Department of Veterans Affairs. This summarized page shows you both the number of actions and the dollars spent by our Department among our very diverse industry groups. This information will be valuable in your market research to determine if VA may be a good customer.

Federal Business Opportunities Synopsis/Awards Search
As an adjunct to your market research, you can use the search engine in FedBizOpps to identify government solicitations (both current and archived) which may be similar to your requirements.
http://www.fbo.gov/ At this site, you can do general keyword searches, and/or refine your searches to specific agencies, FSC classifications, etc. The nice thing about this search engine is that if you do get a line on a solicitation that looks like a keeper, you can download it immediately.
GSA Schedules
GSA Schedules provide a method for selling your products and services to the Federal Government. Orders placed against GSA Multiple Award Schedule (MAS) contracts, using the procedures in Federal Acquisition Regulation (FAR) 8.4, are considered to be issued using full and open competition (see FAR 6.102(d)(3)). Ordering activities shall not seek competition outside of GSA Schedules or synopsize the requirement. In addition, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for the price evaluation required by FAR 8.405-2(d) when ordering services requiring a statement of work. By placing an order against a GSA Schedule contract using the procedures in this section, the ordering activity has concluded that the order represents the best value and results in the lowest overall cost alternative to meet the government's needs.
